Method
1.Combine mince, rice, garlic, cinnamon and cumin. Season. With wet hands, shape mixture into small meatballs. Chill for 10 minutes.
2.Place onion, oil, chilli, saffron and 5 cups water in a saucepan. Season, bring to boil and add meatballs. Cover, simmer on low for 30 minutes. Stir in parsley and lemon juice. Serve with couscous and lemon wedges.
