1.Put honey, soy sauce and lime juice in a bowl and stir until the honey is dissolved. Peel ginger, slice thinly then cut into very thin matchstick strips. Add to bowl and stir well. Leave to soften at room temperature for at least 1 hour.
2.Pat meat dry with paper towels. Put beef in a shallow dish and drizzle with oil. Season with freshly ground black pepper and turn gently in the seasoned oil.
3.Preheat a ridged grill pan on high. Add beef meaty side down and cook for 5 minutes. Lower heat to medium, turn beef and cook for 3-4 minutes more, depending on the thickness; the beef should be cooked until rare (springy to the touch, but not bouncy). Transfer to a plate and season generously on both sides with salt. Cool. Alternatively, cook the beef on a barbecue hotplate.
4.Before serving, slice off the cap of fat from the sirloin along with any underlying gristle. Slice meat wafer-thin with a thin-bladed sharp knife. Arrange mounds of beef in Chinese spoons or similar and spoon over a little marinated ginger. Top with a coriander sprig or flower and a dot or two of chilli if using. Serve immediately.
