1.Combine sour cream, cumin and dill in small bowl.
2.Combine carrot, egg and flour in large bowl. Cook ¼-cup measures of carrot mixture, in batches, on heated oiled frying pan, until browned both sides and cooked through. Serve with sour cream mixture.
