Method
1.Press pepper and parsley onto beef; stand, covered, while cooking onions.
2.Heat 1 tablespoon of the oil in large frying pan; cook onions, stirring, about 10 minutes or until just browned. Add 1 tablespoon of the vinegar; cook, stirring, further 5 minutes or until onion caramelises. Remove from pan; cover to keep warm.
3.To make tomato dressing, combine remaining oil and vinegar in small screw-top jar with tomatoes and garlic; shake well.
4.Cook beef on heated oiled grill plate (or grill or barbecue) until browned both sides and cooked as desired. Serve beef with browned onions and tomato dressing.
