Method

1.Place potato and broccoli into a saucepan. Cover with water and bring to the boil. Simmer, partially covered, for 20-25 minutes, then drain and return to pan.
2.In a small saucepan, melt butter. Add capers and cook for 1-2 minutes. Stir in lemon zest, juice and chives, then season and remove from heat.
3.Dust fish in flour, shaking off excess. In a large frying pan, heat oil on medium. Cook fish for 2-3 minutes on each side. Transfer to a plate and cover with foil.
4.Add tomatoes to pan and cook for 30 seconds.
5.Place pan with broccoli and potato on medium. Add milk, then mash.
6.Serve fish on mash, with lemon butter, tomatoes, and remaining chives and zest.
