1.Preheat oven to 200°C. Place 8 potatoes on an oven tray; drizzle with olive oil. Roast 1 hour or until tender; season.
2.Meanwhile, drizzle garlic bulb with oil on another tray. Place in oven for last 30 minutes of potato cooking time or until garlic is tender.
3.Cool garlic 10 minutes on tray; peel. Cut a cross in the potatoes; squeeze upwards from the bottom. Scoop top third of potato flesh into a small bowl; mash garlic into potato. Spoon mash into potato. Top with capsicum and parsley. Season.
