1.Coat beef in seasoned flour, dust off excess. Heat oil in a large saucepan over moderately high heat. Add beef in two batches; cook for 3 minutes or until browned. Transfer to a heatproof bowl.
2.Add onion; cook and stir for 5 minutes or until soft. Return beef to pan. Add pasta sauce. chilli powder and 2/3 cup water. Bring to the boil.
3.Reduce heat, Simmer, covered, for 1 hour 15 minutes or until beef is almost tender. Add beans and zucchini. Simmer, covered, for 15 minutes or until vegetables are tender. Season to taste.
4.Meanwhile, place potato in a medium saucepan; cover with cold water. Bring to the boil. Boil for 15 minutes or until tender. Reserve 1/4 cup cooking liquid; drain well. Return potato to pan with reserved liquid; mash until smooth. Season. Stir in parsley, zest and garlic.
5.Spoon mash into serving bowls. Top with beef mixture. Sprinkle with extra parsley
