1.Finely chop white part of onion. Thinly slice green ends diagonally. Combine chopped onion, mince and seeds in a bowl. Season. Divide mixture into 12 portions; shape each portion around a bamboo skewer (see Notes).
2.Preheat a char-grill to medium. Cook skewers, turning, for 3 minutes each side or until browned and cooked.
3.Meanwhile, whisk chilli sauce and juice in a bowl until combined. Place capsicum, carrot, snow peas, sliced onion and 2 tablespoons of the chilli mixture in a bowl. Season. Toss to combine. Serve with skewers, rice and remaining chilli mixture.
You can cook 1 1/2 cups long-grain white rice instead of using microwave rice. Soak wooden skewers in cold water for 30 minutes to prevent burning while cooking.
