Method

1.Place 1 tablespoon hot water in a jug and sprinkle over 1 teaspoon gelatine, whisking vigorously with a fork to dissolve. Whisk in juice. Pour evenly among 4 x 1 cup wetted moulds. Cover and chill 1 hour.
2.Meanwhile, in a medium saucepan, combine cream, sugar, zest strips and vanilla. Stir over low heat, until sugar dissolves. Bring almost to boiling point. Remove from heat and set aside, 5 minutes. Discard zest.
3.Using a fork, vigorously whisk remaining gelatine into remaining just-boiled water with a fork to dissolve. Whisk into cream mixture. Chill 15 minutes.
4.Pour cooled cream mixture into moulds over jelly. Cover and chill overnight, until set.
5.Invert onto plates to serve, dipping moulds in hot water for no more than a few seconds to remove panna cotta, if required. Serve topped with orange segments.
