Method

1.Place rice in a jug. Cover with cold water. Set aside to soak 30 minutes.
2.Combine milk, condensed milk, cardamom and zest in a medium saucepan. Stir over medium heat until mixture almost reaches boiling point.
3.Drain rice and stir into milk mixture. Reduce heat to low. Cook, uncovered 1 hour, stirring occasionally, until rice is tender and most of the liquid is absorbed.
4.Stir sultanas, half the almonds and saffron through rice. Simmer further 2-3 minutes, stirring well.
5.Serve rice topped with orange segments and remaining almonds.
