1.Preheat oven to moderately hot, 190°C. Lightly grease 4 x 3/4-cup souffle dishes.
2.In a bowl, using an electric mixer, beat butter, sugar and zest together until creamy. Stir in flour and juice.
3.Heat milk in a medium saucepan until it reaches boiling point. Whisk into butter mixture. Return to clean saucepan. Stir on medium heat for 4-5 minutes, until mixture boils and thickens. Beat in yolks and cool.
4.In a clean bowl, using an electric mixer, beat egg-whites until soft peaks form. Fold lightly into citrus mixture. Spoon into dishes.
5.Bake for 15-20 minutes, until puffed and golden. Dust with icing sugar and serve immediately.
