1.Stir the water, sugar, rind and cinnamon in medium saucepan over heat, without boiling, until sugar dissolves. Bring to the boil, boil, uncovered, without stirring, 5 minutes. Remove syrup from heat, stir in liqueur. Cool.
2.Sift flour, milk powder and cocoa into medium bowl, add cheese, mix to a soft dough with hand. Turn onto floured surface, knead 10 minutes. Roll one heaped teaspoon of dough around each chocolate raisin.
3.Heat oil in deep pan or wok, deep-fry balls, in batches, about 2 minutes or until browned.
4.Drain on absorbent paper. Place gulab jaman in syrup, stand 1 hour before serving.
