Method

1.Heat oil in a saucepan on medium. Cook onion, stirring, for 3 minutes, until soft. Toss steak in flour, shaking off excess. Add beef to pan and cook, stirring for 3 minutes, until browned. Stir in stock and tomato paste. Reduce heat and simmer uncovered for 1 hour, until steak is tender and sauce has thickened and reduced. Stir in sour cream and season to taste. Set aside to cool completely.
2.Preheat oven to 220°C or 200°C fan. Spray a 12-hole, 1/3-cup muffin pan with cooking oil spray. Cut 12 x 9cm rounds from shortcrust pastry and 12 x 7cm rounds from puff pastry.
3.Line each muffin hole with a shortcrust round. Fill with beef mixture and top with a puff pastry round. Press edges to seal pies. Brush with milk and bake for 25 minutes. Serve with tomato sauce.
